Hi Serene, Adwords (PPC or SEM) ranking is determined by 2 factors – Quality Score and Bid Price. Quality Score is the relevancy of your ads to the keywords you bid for. Your landing page must be relevant (very similar to SEO). Bid price is the amount you are willing to pay for every click. To be at the 1st page, I strongly recommend you to improve your quality score so that you don’t have to pay so much.
